Updated PHP-FPM upload size, value can be configured in Moodle itself or Nginx proxy

Matt Rajkowski requested to merge php-fpm-upload-config into development

PHP-FPM upload size increased to 1G. Nginx default is 1M so admins can adjust max content upload there. Moodle allows for a setting as well.
