Merge [r_4.2.1_update_ac] into [development]

Updates R to version 4.2.1:

Updates tags and README, and includes updated commands for installing RH packages to align with IB required method.

All CVEs have justifications provided in VAT (https://vat.dso.mil/vat/container/21265);
