Merge [dependency_install_check_ac] into [development]

Separates commands for readability in Dockerfile;

Ensures environment locale is properly configured and allows installation of R packages once container is initialized;

Fixes issue with container unable to start as specified user;

All CVEs have justifications provided in VAT(https://vat.dso.mil/vat/container/16219?branch=dependency_install_check_ac) - all from latest available packages pulled from RH repository (compiling libraries are necessary this time)
