Synadia take ownership of nats server

As the official stewards of NATS, Synadia has taken control of the repository. This is the first attempt to bring up to date and add tooling to make keeping in cadence with official release smoother.

Tools to update this repo have been pulled out per request from @aalsindy in previous PR.
