upgrade to v2.11.8 and go 1.25.0

Also trimmed some fat in the Dockerfile. Some of the chown and chmod were not necessary. Also best practices are to have the program owned by root and run by some other user.

Also removed the "fake" password laden config file that nobody should be using.
