Update tika to 2.2.1 to address log4j vulnerability

Description

With the recent log4j vulnerability we have audited the packages that we have submitted to ironbank and found that tika includes an outdated version. The MR updates the tika version to the latest which also updates the log4j to patch the vulnerability. No other significant changes are included.
