Attempt to resolve VAT findings

New VAT findings were found in master this MR is intended to correct those findings. Theres a few changes that could possibly be an issue given the permission changes

Definition of Done:

  • If there are new findings, attach justifications
  • Assign label Hardening::Approval
  • Merge topic branch into development
