Update stig rule with correct umask value

Incorrect umask value was causing CCE-81036-6 on scans. Value updated from "027" to "077" as per https://static.open-scap.org/ssg-guides/ssg-rhel8-guide-anssi_bp28_high.html#! and to conform with the same setting set on other RHEL 8 UBIs.
