Outstanding tasks

The following has to be done prior this merge request being ready:

• SEE has correctly fixed the tags and such to reflect the 2.9 image tag.
• SEE has added an appropriate LICENSE file to the original container image.
• SEE has unmarked/removed the Draft: from the merge request title.
• The Hardening::Review label has been added, per https://docs-ironbank.dso.mil/quickstart/verification/

Comments & Concerns

I'm assuming this is supposed to follow the process at https://docs-ironbank.dso.mil/quickstart/verification/#pre-verification? It'd be nice if a link to that page was provided as a part of the Initialization merge request template.

Additionally, the Initialization merge request template has broken links in the Are you ready to merge? section. I don't feel like that's very helpful and should either be fixed or removed because, as a user, how am I reasonably expected to check something that leads to a 404?
