Updated Dockerfile with new base image, added new resource to hardening_manifest

  • Updated the dockerfile to use the IB ubi8 image as a base image instead of the opensource node base image
  • Updated the build process to reflect that
  • Added a new resource to download and install node in the hardening manifest
