Restructure the dirs and add build arguments

Gerard Fulton requested to merge restructure into master
  • Restructured the project into a subgroup so that it follows our conventions need to build Dockerfiles.
  • Added the required build time arguments

** The Dockerfile will need to refactored sometime in the future to extract ALL external calls to the scripts/prebuild.sh file that will stage the artifacts in Nexus.
