Initial Commit of install-cni image

Adds required content to create the 1.11.3 install-cni image.

Note: The check-cves job is failing due to vulnerabilities reported in the UBI base image. This is the same base image in the open source equivalent that passes CI so I'm unsure how to resolve this job failure.
