Resolve "revert MS aspnetcore back to redhat version."

MS aspnetcore 7.0.18 apparently bundles a version of nodejs that selects an incorrect padding-length when run in FIPS mode. For the time-being we will revert this to the redhat aspnetcore-7.0 image.
