Update/dockerfile

Tim Seagren requested to merge update/dockerfile into master
  • Added dockerfile that will build an image (currently based on library/python:latest - should be IB provided python-based when ready) that has the python modules required by justifier.py onboard to facilitate consistency between workstation OSes.
  • Updated README with a quick usage guide.
