update status code for new tag

Description

This is the longterm fix for the issue with new tags that was posted in our public channel

Low - just add an additional status code to support the change that came from cosign

Revert image version for pipeline back

Testing

Unable to test in staging due to https://repo1.dso.mil/ironbank-tools/ironbank-pipeline/-/issues/846, but did confirm the status code change locally
