Resolve "VAT API testing"

As part of the latest VAT release, we need to change the API endpoints that we are hitting.

Medium -- there is potential for the pipeline to stop functioning until a hotfix can be merged if something goes wrong

Rollback Plan

Create hotfix, reverting this MR will not resolve the problem due to the changes to VAT's api
