Pylint check cves

Merge Request Description

Update the check-cves stage with pylint fixes.

Also updates the pylint job to first install the ib module, so pylint doesn't flag ironbank.pipeline imports as failures

Risk

Renamed the vat response parse file to use python module naming (snake case). We should check with CHT to make sure this change wouldn't break any existing scripts of theirs.
