Harbor cleanup and create VAT Response Attestation that Includes Image Lineage

This MR accomplished two things:

• Breaks out some of the upload_to_harbor.py spaghetti code into functions, and leverages existing modules where possible
• Adds the capacity to create image lineage vat_responses and attaches them as attestations
