Include force scan new image

Description

• Updates shared_vars.yaml to include FORCE_SCAN_NEW_IMAGE in child pipeline build contexts when set from the parent via the UI.
• updates kickoff.py and associated templates, config to set the target ib modules tag to test against in staging

Risk

Low, kickoff doesn't touch the pipeline, there are no changes for ib modules, and if the env thing doesn't work... nothing will happen.

Testing

VAT's broken in both staging envs, so can we skip to hotfix this? Will also fix VAT in both staging envs...
