Added new certs to the pipeline

Jeffrey Wuebbles requested to merge cosign-certs-for-banner into master

  • The folder scripts/cosign/before-sep-2024 contains the cosign certificates/keys from before Sept. 2024 and the effort to re-cosign all the images published in registry1.dso.mil/ironbank.

  • The folder scripts/cosign/before-sep-2024 can be deleted after the re-cosigning effort.
