Kenneth Maguire requested to merge ib-pipeline-image into development

This MR changes the image for the pipeline, so every stage (excluding ClamAV, Anchore, Vat) uses an all-in-one image that will be hardened in the next sprint. There are plans to update the image for the Vat stage, but will need to talk to Vat team to confirm the changes won't conflict with their script.
