Update the pipeline code url point to the new pipeline project location

The pipeline was pointing to the old dsop/ironbank-pipeline.git path in certain areas. I updated it to point to the new ironbank-tools/ironbank-pipeline.git path. The pipeline had not broken yet because it looks like Gitlab sets up a redirect from the old project to the new path.
