Add script to automatically set ci_config_path and remove old webhooks.

This script configures ci_config_path for every project in a group automatically. It also removes any old Jenkins webhooks.

When we're ready to deploy, run this on the dsop group. For testing, run with dsop/opensource/pipeline-test-project.
