This MR adds the greylist offswitch. The GREYLIST_BACK_COMPAT var has been set to True for Ironbank Containers, which will allow greylists to still be used for image name and version. To turn off this greylist backwards compatibility, the value will need to be changed to False, and manually set to true for pipeline runs.
