Check cve fix

Updated Check CVEs job to compare package_path for Anchore CVE findings. This fix also updates the CSV Output stage to properly import justifications for Anchore CVE and Compliance findings. Sample CSVs from test pipeline attached demonstrate that justifications are properly being imported.
