Healthcheck fix
Updates to only get approval for dockerfile findings if the container is approved, otherwise will need a justification. Fixes any that may have been run in the interim with another pipeline run

Iron Bank will be replacing the old container signing certificate with the new container signing certificate. No additional action is required. Users can find additional information regarding the certificate rotation and container signature verification here and here.
