Resolve "Use VAT API for whitelist generation"
Closes #268 (closed)
Adds the VAT Api module for the check-cves and csv-output stages, and integrates the vat api in the pipeline.
Successful pipeline runs:
- ubi8-minimal: single layer -- updated
- kubectl: continual testing -- updated
- java-code-evaluator: multi-layer image -- updated
- base: distroless -- updated
