Trufflehog whitelist

Allows for adding trufflehog config files to repos, which allows for whitelisting false positives in trufflehog.

• Successful passing run using CI var and config file
• Successful failure with existing trufflehog-config.yaml file and missing CI var
• Successful failure with existing CI var and missing trufflehog-config.yaml OBE
• Successful failure when trufflehog.yaml file found
