Resolve "Use vat_findings json in csv_output"

This MR updates the csv-output stage to use the vat_findings.json file generated in the lint stage for generating its whitelist.

Successful pipeline tests:

• Distroless
• "New" container (no vat findings)
• No inherited findings
• Image with parent
