Parent image hotfix

David Freeman requested to merge parent_image_hotfix into development

Add the use of a skopeo inspect to the lint portion of pipeline_wl_compare.py. If the inspect is successful, use the org.opencontainers.image.source label to parse out the parent images repo path. Tested on:
