Vat import hotfix -> Master
Not so much a hotfix anymore, but we would still like to apply this code as it makes sure the VAT import and Check CVE stages parse code the same way.

Iron Bank will be replacing the old container signing certificate with the new container signing certificate. No additional action is required. Users can find additional information regarding the certificate rotation and container signature verification here and here.
