BASE_REGISTRY was added as registry1.dsop.io/ironbank to the dsop group.

This allows changing REGISTRY_URL to registry1.dsop.io/ironbank-testing on development branches to test the Harbor publishing step.

(not tested yet)

Separate REGISTRY_URL and BASE_REGISTRY
