Oscap data url fix

David Freeman requested to merge oscap-data-url-fix into master

Adds an entry to the OSCAP security guides for UBI minimal containers and also updates the lint py script to output the approval status for base images, like UBI, so the write documentation stage can run.

Fixes tested on pipeline-test-projects Kubectl and UBI8-minimal
