Resolve "Update Ubuntu oscap parsing"

This MR updates the oscap parsing to use the rule id as a fallback oscap finding id when a CCE id isn't available (e.g. ubuntu oscap findings).

Since we won't be using CCI reference ids to track oscap findings, this resolves both #447 (closed) and #448 (closed).
