Resolve "ABC/ORA Pipeline Updates"

Merge Request Description

Removes gate checks from the pipeline to accommodate updated ABC/ORA workflow.

Also removed references to the VAT findings formally retrieved in the lint stage. I left one reference to one of these files in the S3 stage, as this only logs a warning message.

Testing

Tested in Mario on master branch of cosign image, which has unapproved high/crit findings, and pipeline only warns of new findings now.
