Remove IBFE api POST

Merge Request Description

IBFE is now using data from VAT to populate info in their ui. IBFE is planning to remove the endpoint we currently POST to and we no longer need to POST to it. We should be good to stop posting to this endpoint before IBFE's release is deployed on Thursday, July 21st, but we should probably wait to merge until after testing IBFE's release to be certain. Marking as draft until this change is tested with IBFE's upcoming release.
