Add lint stage dependency

Fix the FileNotFoundError found in most pipelines: ex. https://repo1.dso.mil/dsop/valley-tech-systems/boringtun/-/jobs/13669093

[Errno 2] No such file or directory: 'ci-artifacts/lint/base_image.json'

Adding lint stage as a dependency should make the artifacts from this stage available.
