Initial Commit

Contains the Fortify app, as developed in the t-rex-bootstrap repo's "dev-fortify" branch.

Notes:

• Not set up for Prod deployment yet
• No integration w/ Keycloak SSO yet
• Depends on changes to the "common" app that haven't been merged in yet
• Depends on some infrastructure changes that haven't been merged into most main boostrap repos' master branches
