nBespin refactor

• refactored directory structure
• added server blocks for multiple sites

TODO:

• need to add cypress tests for bespin

ideas on how to manage server_name blocks in nginx config (sed maybe, or envsubst to replace URLs per env?)

• refactor nginx config blocks to use includes
• look at any required changes for deployment manifests
• updates to t-rex bootstrap/apps kustomize/kpt
