Resolve "Renovate: Upgrade Loki Package Dependencies"

• Upgraded loki image from 2.5.0 to version 2.6.0
• Upgraded dependency chart loki from 2.11.1 to 2.13.1
• Upgraded dependency chart loki-simple-scalable from 0.4.0 to 1.7.5

loki-simple-scalable upstream chart includes version 1.0 update so lots of values/configs/templates have changed, updated documentation to match and ensured that package, BB CI and BB production value changes are as transparent as possible
