Update Jaeger to 1.27.0

New IB images available. Make sure to use the latest images, validate that 1.27.0 is still latest when this story is picked up.

Make sure to pull in any upstream chart updates (if applicable).

• Use kpt to pull in the chart version corresponding with 1.27.0 (kptfile points to chart github)
• All jaeger images in chart/values.yaml updated to 1.27.0
• Clean install tested
• Upgrade from previous version tested

Testing (for clean install and upgrade)

• All pods go to running
• Login via SSO works (use dev-sso-values in BB)
• Trace queries complete
• Kiali shows trace info from Jaeger on the workloads/apps pages
