upgrade to istio 1.8.4, split jaeger and kiali into separate deployments

Summary

This merge:

• updates istio to 1.8.4
• removes jaeger and kiali from IstioOperator
• adds jaeger to jaeger namespace
• adds kiali to kiali namespace
• adds supoort for kiali native openid authentication
• ensures all integrations with prometheus/grafana are still valid

There's a typo of jager in 1 spot, vs jaeger, otherwise has good info and is easy to read. (The diagrams are good enough given they're auto generated diagrams)

I'm sure you've already told me this once or twice, but for the record can you explain why we're doing this as a single chart with the operator and the instance as opposed to the other deployments with the operator and instance split into separate deployments?
