BULL-3226: Add trufflehog job
As part of this ticket, the concept of a "formula" written in yaml was introduced, so we no longer need to hardcode how to build up a pipeline job. Parts of the bootstrap was reworked to account for this.

Starting October 17th, 2024, the Iron Bank pipeline will no longer automatically create tarballs of container images by default. If this behavior is needed for a particular container, please create a ticket under that container's project.
