changed base_url to dev.bigbang.mil

The MR is a short term fix for the bigbang ssl cert change. ".bigbang.dev" is no longer valid. The cert now carries the CN ".dev.bigbang.mil" with no A-record to point back to a local machine. Along with this change user will need to add an entry to their /etc/hosts file to redirect back to the local machine. "127.0.0.1 users.dev.bigbang.mil".
