Valkyrie-63. Bootstrap with manifest repo updates.

Update bootstrap with manifest repo fields to have a title and name. Create helper method for creating a formatted repo title. Refactored and fixed issues with the create url helper. References platform-one/party-bus/valkyrie/valkyrie-api#63 (closed)
