https://jira.il2.dso.mil/browse/BULL-2244 Using Dockerfile running and caching, significantly speed up the build/launch time of launchboard-local-dev. Essentially, move the npm install (npm ci) steps to a Dockerfile, run that with docker-compose. The rest is the same. View the commit "docker compose using dockerfiles" to isolate the changes, since this MR includes changes from BULL-2244
