Add VS And a Couple Other Things

Aiden Eyre requested to merge Add-Istio-Stuff into main
  • Virtual service - so other clusters can use the central push proxy.
  • Service monitor TLS config - for mTLS strict.
  • missing end statement - Helm template caught this.
  • resource requests/limits on test pod - so Kyverno doesn't block this. I'm not sure we actually need the test pod.
