BULL-1834: Automatically convert images to WebP and replace extensions in code

Add TypeScript image converter and pre-commit script that work together to automatically convert images into an acceptable format (WebP) with fallback legacy format images (PNG and GIF). Image extensions are automatically updated within the code files.
