BULL-2876 -- supported applications and amaAnnouncements timezone fix

Includes:

• Created a new container component for the supportedTools and supportedApplications
• Kept the separate desktop and mobile rendering d/t how things were already implemented without having to do a much larger refactor
• The SupportedApplications component additionally renders a v-virtual-scroll component on XS screens to handle "infinite" scrolling
