Dev 13 manifest

• add resources folder

• add stubbed manifest class

• update makefile - list, integration targets

• update integration test to use ENV vars for config and secrets

• files in resources folder do not need review. they are the templates from autobot/allspark project

• there are many format and whitespace changes. these are due to the makefile fmt and vet make targets. these are included by kubebuilder. developers should probably run them before pushing. they are also run whenever you do a make build
